More private principles of sociocultural design (generally technological character are: the principle of harmony of the projected changes, i.e. their compliance to physiological, mental, ecological and sociocultural human nature acting as primary structural element of audience of the project; the principle of social and personal expediency which realization consists in achievement of compliance of the expected results to the standard purposes and personal requirements, development of organizational forms of experimental check and introduction of the most effective option in the social relation from the proposed design solutions; the principle of complexity assuming the accounting of all main directions and forms of interrelation of the person with his natural, social and cultural environment; the principle of realness demanding the solution of culturally significant problems with a support on the valid, giving-in to the account and use resources (economic, personnel, informatsionna; miscalculation of economic feasibility and social efficiency of the project; the maximum use of the positive ways of the solution of similar or identical problems which are already available in culture; the relations to innovations as consecutive modification of the existing cultural samples; justifications of limits of applicability and replicability of the project.
— To local administration as the culture takes an exclusive place in development of welfare life, in preservation and revival of national traditions, crafts, the crafts giving to the territory historical and cultural uniqueness in aestheticization of habitat. Besides, the appeal to bodies of city or regional administration is necessary also because the program is always focused on the solution of problems, characteristic for the territory in general.
Thus, the fundamental principles of design are: principle of a critical threshold of modification; principle of optimization of a zone of the next development; principle of a personifitsirovannost of process and results of design; the principle of optimum orientation to preservation and change understood as harmony of traditional and innovative mechanisms and processes of cultural dynamics; the principle of problem and target orientation, and also the principles of harmony of the projected changes, social and personal expediency, complexity and realness.
Owing to these circumstances the welfare program — it in a sense excess set of the social projects and ideas stimulating growth of number of developers, users and participants. The stimulating role of design is not limited to the fact of development of the program — this beginning of the process which is making active mechanisms of self-development of cultural life.
— competently to develop substantial part of the program, i.e. to formulate the purposes and tasks, to define types of welfare activity which within the project are considered as a cure of problems;
— To various funds of a social orientation for which the sphere and cultural institutions can become a platform of implementation of the welfare projects and programs focused on the social weakened categories and groups of the population.
— To the population (the cities, the area, interested in improvement of welfare living conditions, development of creative abilities and talents, preservation and enrichment of traditions, ceremonies, customs, folklore, national art crafts, improvement of the sphere of culture in general.
These principles of sociocultural design carry out double function: first, they define outlook of the designer, and also style and moral intonation of the concepts developed by it, projects, programs, initiatives, i.e. provide the valuable and orientation level of design (especially the first four principle. On degree of their embodiment (in target and substantial part the project can be judged harmony of the program, a measure of its sozidatelnost or destructiveness. Secondly, these principles make a theoretical basis of technology of sociocultural design which will be opened in the subsequent sections of a grant.
